Full Description: Effective Law Enforcement leaders must be able to transition from tactical decision-making on the street to disciplined operational planning at the supervisory and command levels. Police supervisors are routinely required to manage complex incidents, deploy personnel and resources, and make decisions that carry operational, legal, and safety consequences. This course provides Law Enforcement supervisors and command staff with a structured framework for planning, managing, and evaluating Police operations.

Developed by Lieutenant Colonel Fred Fife (NJSP Ret), and Captain Allen Bloodgood (Ret), the program draws on decades of operational and command experience managing large-scale Law Enforcement operations, critical incidents, and complex investigations.

Participants will learn how experienced LE leaders develop operational plans, manage dynamic multi--jurisdictional incidents, and conduct disciplined after-action reviews that improve future operational performance.

The course integrates legal considerations, operational risk management, command decision-making, and structured evaluation processes that allow agencies to learn from operations and continuously improve.

Core Areas of Instruction:
- Operational Planning and Command; Participants will learn how to develop structured operational plans for a wide range of LE operations, including warrant executions, undercover operations, critical incidents, and large-scale deployments.

Instruction focuses on the key components of an effective operational plan, including:
• Clearly defined mission objectives
• Intelligence preparation and threat assessment
• Risk mitigation and Officer safety considerations
• Deconfliction (notification versus collaboration)
• Resource allocation and staging
• Command and control structure
• Communications planning
• Interagency coordination

- Contingency planning - Drawing from real-world experience developing operational plans within the FBI and New Jersey State Police, the course demonstrates how structured planning reduces risk, improves coordination, and increases operational effectiveness.

- Managing Critical Incidents - Police supervisors must often make rapid decisions in dynamic and evolving situations. This portion of the course examines the command responsibilities involved in managing critical incidents and complex investigations.

Topics include:
• Crime scene command and coordination
• Search operations with and without warrants
• Barricaded subjects and critical incident management
• Warrant service planning and execution
• Undercover operations
• Supervisory decision-making under pressure

Participants will examine real-world operational scenarios and discuss how effective leadership and structured planning influence operational outcomes.

- After-Action Reviews and Organizational Learning - A critical component of effective operational leadership is evaluating Police operations once they conclude. Participants will learn how to conduct structured after-action reviews that identify operational successes, reveal areas for improvement, and translate lessons learned into improved policy, training, and operational planning.

Instruction includes:
• Establishing a disciplined after-action review process
• Documenting operational outcomes and lessons learned
• Identifying training, policy, and resource gaps
• Strengthening accountability while promoting organizational learning

Participants will leave with a practical framework for conducting after-action reviews that strengthen agency performance and operational readiness.
